Rock Lee is unable to use ninjutsu or genjutsu techniques. In order to make up for this he has developed taijutsu techniques which focus purely on physical attacks.
He trains by wearing weights on his ankles at all times. He has learned to move quickly even with the weights on his ankles.
When the weights are removed he can move super fast and he appears to be a blur because he moves so quickly!

This is a great picture of Rock Lee and Gaara. I like how they have a different colored glow around them.
