This picture is of Naruto doing his sexy no jutsu. When Naruto performs it he turns into a hot girl and distracts his enemy to get what he wants.
He taught this technique to Konohamaru who was under the supervision of Ebisu at the time. I like how they used smoke or clouds to cover the unappropriate areas.
